Phone Number Validation

The patient phone number on the API is validated using this library.

If the Type of Care will result in the patient receiving a prescription (Rx), a US Phone Number is required.

This validation happens after a consult is created. Consults where patients do not have a US number will be rejected prior to being seen by a clinician.
